A property investment worth at least AED 2 million can provide a route to a renewable 10-year Golden Visa in Dubai, with family sponsorship available. Approval depends on the ownership and supporting documents. An advertised price above the threshold is only the starting point.
Mortgage buyers often ask whether they need AED 2 million in cash. In January 2024, Khaleej Times reported that Dubai had removed its previous minimum down-payment requirement. However, DLD’s current page still contains conflicting mortgage wording. Before committing to a purchase for residency purposes, get confirmation for your particular loan and title documents. Read the January 2024 report.
This guide focuses on property decisions: what counts towards the threshold, how to prepare a Dubai application, and what to check before selling. For other residency categories, use our UAE Golden Visa service guide.
What the property investor rule says
The federal framework allows qualifying property ownership totalling AED 2 million or more. It permits financing from an approved local bank and qualifying off-plan purchases from approved local developers. Comprehensive health insurance is required for the investor and family throughout the residency period. These conditions appear in the ICP Golden Residency guide, alongside the legal framework in Cabinet Resolution No. 65 of 2022.
For Dubai, DLD lists a renewable 10-year permit, ownership in the applicant’s name, and applications from people already inside the UAE. Its service accepts both resident and visiting foreign investors.
Meeting the financial threshold does not mean the application has been approved. The authority still needs to establish whose property it is, the accepted value and whether the supporting evidence meets its requirements. Buying first and asking those questions later can be an expensive way to discover a problem.
Does AED 2 million mean purchase price, valuation or equity?
These are three different figures.
The purchase price is what you agreed to pay. The current valuation estimates what the property is worth now. Equity is the value you hold after allowing for borrowing. Keep them separate when discussing your application with an agent, bank or adviser.
DLD’s service description refers to the property’s purchase value at the time of purchase. A title deed showing AED 2.1 million therefore presents a different starting position from a property bought for AED 1.8 million that an agent now estimates at AED 2.2 million.
There is an important qualification: GDRFA says a valuation certificate from a DLD-licensed office may be accepted. Its requirements also refer to a DLD property status statement. So it would be inaccurate to say revaluation can never work. Ask which evidence your application centre will accept before paying for it. GDRFA investor requirements.
An online asking price, a neighbouring sale or an agent’s estimate is not an approval. If residency is essential to your purchase, have the actual property documents assessed before you make an irreversible commitment.
Also keep transaction costs separate. Registration, brokerage, furnishings and your visa budget should not be added to the property price to make an AED 1.9 million purchase appear to meet the threshold.
Can you combine properties or apply as joint owners?
DLD allows one or more properties. For example, two eligible units accepted at AED 1.2 million and AED 900,000 would total AED 2.1 million. Both titles and the ownership details need to support the application.
Check each deed carefully. A discrepancy in the owner’s name, a different ownership vehicle or an unclear share can require further evidence. If the properties are in different emirates, ask the receiving authority whether and how it will recognise the combined holdings.
For joint ownership, GDRFA states that the applicant’s share must reach AED 2 million. A 50% share of an AED 3 million property is AED 1.5 million; a 50% share of an AED 4 million property is AED 2 million. These examples illustrate the share calculation, not guaranteed approval.
Couples should also distinguish two independent investor applications from one qualifying investor sponsoring a spouse. Ask the centre which arrangement fits your documents and plans before paying for two applications.
A property held by your company is not automatically your personal property for this route. DLD asks for ownership in the applicant’s name. Have the company structure checked rather than assuming that owning all its shares solves the issue. Gifted or inherited property also needs an individual assessment of the registered title, accepted value and supporting transfer documents.
Mortgaged property: get the bank letter first
Dubai permits applications involving mortgaged property, but the public guidance needs careful reading.
DLD’s description refers to a bank letter showing AED 2 million paid. Its Terms section instead asks for a bank NOC confirming that the bank does not object to residency being issued against the property and stating the amount paid and outstanding balance. The two passages do not say the same thing. DLD’s published service conditions.
That is why this guide does not promise that every AED 2 million property bought with a 20% deposit qualifies. The 2024 reporting is useful background, but a buyer needs a current answer for their own financing.
Ask your bank whether it issues the required NOC, what information it includes and how long it takes. Obtain any bank charge in writing; there is no reason to assume every lender uses the same fee or turnaround.
Send the letter and title documents to the relevant application centre for review before paying application charges. If the loan comes from an overseas lender, a private individual or another arrangement outside the approved local-bank route, seek specific confirmation.
A mortgage offer and a Golden Visa decision serve different purposes. Bank approval to finance the purchase does not settle immigration eligibility.
Does off-plan property qualify before handover?
The federal rules provide an off-plan route for purchases totalling at least AED 2 million from an approved local real estate company. That creates a possible route before completion, but does not mean every reservation or payment plan is immediately eligible. ICP’s off-plan criteria.
For a Dubai purchase, ask the developer for the registered sale agreement, Oqood or other registration evidence, a payment statement and the developer confirmation requested by the application centre. Have the centre confirm which documents it will accept for that project.
DLD’s published investor service page does not set out a universal off-plan payment percentage. We therefore do not present 20%, 50% or another figure as a rule that applies to all Dubai buyers. Nor should you assume that paying an extra instalment will secure approval.
Before signing, put the question plainly: “With this project, this contract and this amount paid, can I apply now? If not, what evidence or milestone is missing?”
Allow for the project’s commercial risks as well. Construction delays, cancellation or changes to the contract could affect your plans and the evidence supporting residency. A payment schedule should make financial sense even if the visa takes longer than you hoped.
Which emirate handles your application?
The property location and the authority handling your residency matter. Dubai procedures should not be treated as a national checklist.
| Property location | Starting point | What to confirm |
|---|---|---|
| Dubai | DLD’s listed Golden Visa centres, with GDRFA handling Dubai residency | Accepted ownership and financing evidence; applicant must be inside the UAE for the DLD service |
| Abu Dhabi | Abu Dhabi Residents Office guidance and the TAMM route it links to | Local capital, mortgage and off-plan payment requirements |
| Other emirates | ICP and the relevant local land-registration authority | Ownership certification, local approvals and the correct application channel |
Abu Dhabi’s official guidance is more specific than the brief suggested: ADRO currently lists at least AED 2 million of investor capital for mortgaged property and at least AED 2 million paid to the developer for off-plan purchases. Confirm the application against that guidance rather than relying on Dubai mortgage reports. ADRO property investor criteria.
For the federal nomination process, read our Golden Visa eligibility and nomination guide. The ICP eligibility checker can help you identify a category; it does not approve a property purchase.
Documents and the Dubai application process
Prepare your passport, title deed or electronic title certificate, personal photograph, Emirates ID if you have one, and current residence permit if applicable. Add the bank NOC for a mortgaged property and the project-specific evidence requested for an off-plan application. Arrange suitable health insurance.
Check that names match across the passport, title and bank records. If your passport has changed since purchase, ask how to document that change. Resolve missing documents before booking travel around a proposed completion date.
The practical sequence is:
- Have the property evidence checked. Submit the deeds, ownership shares and any valuation documents for assessment. Identify gaps before proceeding.
- Collect financing or developer documents. Obtain the required bank NOC or off-plan evidence and confirm that the centre accepts it.
- Confirm the appointment and attendance rules. DLD lists Al Manara Cube, Dubai World Trade Centre and selected registration centres. The applicant must attend; DLD does not permit a representative to apply in their place.
- Submit the file and pay the confirmed charges. Complete the medical examination and any required Emirates ID biometrics.
- Coordinate any existing residency change. If you hold an employment-sponsored visa, check the cancellation and status-change sequence before taking action.
- Receive the permit and follow the ID process. DLD lists seven to ten business days for its service. Treat this as an expected processing period, not a guaranteed completion date.
Use the current DLD service listing for centre details. Do not cancel an existing visa simply because the property price appears sufficient. Our Golden Visa and employment guide covers the separate work-permit questions.

Ask for an itemised quotation showing any insurance, translation, attestation, bank NOC, valuation, status-change or separately charged centre services. Consultant charges should appear separately. Check which items are already included so you do not count them twice.
The property budget itself is much larger than the visa fee. Allow separately for buying costs, mortgage expenses where relevant and the ongoing costs of ownership. Keeping those figures apart makes comparisons between properties and residency-service quotations much easier.
Sponsoring your family
DLD’s property investor service includes spouse, child and parent sponsorship. Family applications require their own documents and fees; they are not included in the main investor’s AED 9,884.75 total.
Depending on whom you sponsor, prepare certified marriage or birth records, insurance and the sponsor’s identity documents. DLD also lists an IBAN, a dependency certificate for parents, an undertaking concerning unmarried children over 18, and a notarised father’s NOC when the mother sponsors.
Have each family file reviewed before requesting attestations. A document suitable for one administrative purpose may need a different certification for another. Ask for the checklist that matches your family’s nationality, relationship and existing residency status.
This article stays with the property route. For help comparing your wider sponsorship options, see our Golden Visa support page.
What happens if you sell, refinance or the market falls?
Get the residency implications checked before signing a sale agreement. GDRFA lists a property lien to maintain ownership and says the qualifying property may not be disposed of during the residency period. Do not assume checks happen only at renewal or that buying a replacement automatically transfers the visa basis. Seek the approved sequence from DLD and GDRFA first. GDRFA ownership-continuity conditions.
The same caution applies if you sell part of a portfolio or transfer a share to a family member. Consider the accepted value you would retain, and have the transaction reviewed before changing the title.
Refinancing also deserves a check. A new lender or revised balance changes the financing evidence. Ask whether a fresh NOC, approval or record update is necessary instead of relying on the original application.
A market dip is a different event from selling. DLD refers to purchase value, but that is not a promise that every future valuation issue is irrelevant. Keep the documents used for approval and confirm what evidence is required when your circumstances change or you renew.
A Golden Visa does allow travel flexibility: the ordinary six-month absence rule does not apply. The permit still needs to remain valid, and you must continue meeting its conditions. Plan renewal with the issuing authority rather than assuming a single renewal window applies to every file.
Mistakes worth avoiding before you buy
Do not stretch a property budget solely to reach an immigration threshold without checking the investment itself. Service charges, financing and the practical use of the property still matter after the visa application.
Other avoidable problems include treating an estate agent’s valuation as an accepted certificate, ignoring the ownership split between spouses, or assuming company-held assets count as personally owned property. Off-plan buyers should be especially careful about sales promises that omit the required payment or registration evidence.
Keep a written record of the advice you receive. Save the title documents, bank correspondence, developer statements and the centre’s response together. If different advisers give different answers, ask the receiving authority to resolve the specific point before you spend more.
Finally, separate residency from estate planning. A visa does not itself record who should inherit your property. Consider that question alongside the purchase.
How A&A Associate can help
A&A can help you organise the property and residency documents, identify questions for the relevant authority and coordinate application preparation. For mortgaged or off-plan purchases, that means checking what evidence the bank or developer needs to provide before the application proceeds.
The authority makes the eligibility decision. You must also attend when DLD requires your personal appearance; an adviser cannot replace you.
If you are buying property while planning to relocate a business, our business setup in Dubai team can discuss that separate process. For the property visa itself, request a Golden Visa document review before committing to a purchase on the assumption it guarantees residency.
Frequently asked questions
Can I get a Golden Visa with a mortgaged property in Dubai?
Mortgaged property is permitted, subject to the applicable conditions and bank evidence. DLD’s page contains inconsistent paid-amount wording, so have the centre assess your title and NOC rather than assuming a particular deposit percentage guarantees approval.
Does off-plan property qualify for the Golden Visa?
The federal framework permits eligible off-plan purchases from approved developers. Confirm the project’s registration, payment evidence and application stage with the authority; this guide does not promise a universal Dubai payment percentage.
Can I combine two properties to reach AED 2 million?
DLD allows one or more properties. The titles and ownership interests must establish the qualifying value attributable to you; seek specific advice if the properties are registered in different emirates.
My wife and I own jointly. Can we both get a Golden Visa?
Each independent application needs an assessment of the applicant’s qualifying interest. Also ask whether one owner applying and sponsoring the other spouse is appropriate; joint ownership does not automatically mean two investor approvals.
Does AED 2 million mean purchase price or current value?
DLD refers to purchase value. If you need to rely on appreciation, ask the centre which valuation evidence it will accept before commissioning a report or assuming that a market estimate is enough.
Can property owned by my company qualify?
Do not assume a company title meets the personal property-investor route. Have the ownership structure assessed; a different investor category may be relevant.
How much does the Golden Visa cost through DLD?
DLD lists AED 9,884.75 for the main investor. Family applications and other separately charged services can add to the total, so request an itemised quotation.
How long does the DLD Golden Visa take?
DLD publishes seven to ten business days. Collecting documents, resolving questions and arranging appointments can add time before the file is complete.
What happens if I sell the property?
Selling can affect the qualifying basis and may require approvals or changes to your residency arrangements. Check the restrictions and approved procedure before agreeing to sell, including where you intend to buy a replacement.
Do I have to live in the UAE to keep a property Golden Visa?
Golden Visa holders are exempt from the ordinary six-month absence rule. This does not remove expiry dates, renewal requirements or the conditions attached to the original approval.
